Phelim O’Neill 

Phelim has been in his role since the LDA’s inception in September 2018 and has significantly developed and grown the scale and range of projects of the Agency in that time. He is responsible for the sourcing, acquisition, planning and pre-construction of a wide range of projects across the GDA and all the regional cities. Phelim has over 20 years’ experience in senior property and development roles in both the public and private sector as well as delivery of large-scale infrastructure programmes. He is a graduate of the University of Galway (BEng) with post graduate qualifications in project management, construction law and corporate finance.
