Caroline Timmons

Caroline has been in her current role since 2025, having previously been the Assistant Secretary for the Affordable Housing Division in the Department. She is responsible for leading and overseeing the development and implementation of the new Housing Plan, Delivering Homes, Building Communities and in respect of various aspects of housing policy generally, including oversight of the housing market, investment engagement, climate change and construction policy, supporting modern methods of construction, the regulation of Approved Housing Bodies, regulating building standards and the remediation of legacy building issues. The Division is also responsible for the provision of support and corporate governance oversight in respect of the Approved Housing Bodies Regulatory Authority, the Housing Agency, the Housing Finance Agency and the Property Services Regulatory Authority.
